Garden rooms in Bristol

The short answer: most garden rooms in Bristol don't need planning permission under the national rules. Bristol has one council, 33 conservation areas1 and a set of Article 4 directions, and nearly a third of homes are terraced houses2, so space and neighbours usually decide the design.
Planning permission in Bristol
Garden rooms count as outbuildings. Most can be built without planning permission if they sit behind the front of the house, have eaves no higher than 2.5m, and together with other buildings cover no more than half the garden. If any part of the room is within 2m of a boundary, the whole building must be no more than 2.5m tall; otherwise the limit is 4m with a dual-pitched roof, or 3m for any other roof. It must be single storey, with no veranda, balcony or raised platform over 30cm.3 In the grounds of a listed building, any garden room needs permission, and so does a room used as primary living space, such as a bedroom.4 Our planning permission guide explains every rule.
Conservation areas and Article 4 directions
On designated land, which includes National Landscapes (the new name for Areas of Outstanding Natural Beauty) and conservation areas, you can't build a garden room to the side of the house without permission.5 In a National Landscape, national park or World Heritage Site, buildings more than 20m from the house can also cover no more than 10m² in total.3
Bristol City Council lists 19 Article 4 directions, including 6 that start on 1 January 2027.6 Most stop family homes being turned into shared houses and don't affect garden rooms. These ones do cover householder works:6
- Grove Wood / Blackberry Hill: gates, walls, fences and enclosures, and also the siting of buildings and other moveable structures. A garden room here may need permission.
- Henleaze: gates, walls, fences and enclosures.
- Cotham and Redland: front garden walls, fences, gates and hard standings.
- Sherrin Way and Henbury: alterations and extensions, plus boundaries.
- Clifton Village (Royal York Crescent, Cornwallis Crescent, Caledonia Place, West Mall): external alterations.
If you live in one of these areas, read the direction or ask the council whether it covers garden buildings.
Trees in conservation areas
In a Bristol conservation area, any tree with a trunk 75mm across or more, measured 1.5m above the ground, is protected, and most tree work needs six weeks' notice to the council.7 If a tree is in the way of your garden room, allow time for this.
Terraced houses and small gardens
32.1% of Bristol households live in terraced houses, against 23.2% across England and Wales.28 In a narrow garden the 2.5m height limit within 2m of a boundary usually decides the design, and you'll need to plan how materials get through the house. See our foundations guide for bases that suit tight access.
Near the edge of the city
We haven't found any National Landscape inside the city boundary, but the Cotswolds National Landscape stretches south to Bath and Wiltshire.9 If you live just outside the city boundary, your planning authority is the neighbouring council, not Bristol.
Building regulations
Building regulations don't normally apply to a garden room under 15m² with no sleeping accommodation, or one of 15m² to 30m² with no sleeping accommodation that is at least 1m from every boundary or built mostly of non-combustible materials.10 Running a new electrical circuit to it is notifiable work, so use a registered electrician. See our building regulations guide.
What a garden room costs in Bristol
Installed garden rooms typically cost £1,200 to £2,500 per m² across the UK11, so a 4m x 3m room usually costs £14,400 to £30,000 before extras. One quote site puts a mid-range 12m² garden office in the South West at about £18,000 fully installed.12 The average Bristol home sold for £353,596 in August 2026.13
